“延退”襲來(lái):退休啦!退休嗎? (有聲)
? 事實(shí)上,早在幾年前,關(guān)于是否推遲退休年齡就曾引發(fā)過(guò)爭(zhēng)論。眼下,“延退”再一次被提出來(lái),立刻成為各大網(wǎng)站最退休年齡就曾引發(fā)過(guò)爭(zhēng)論。眼下,“延退熱門的話題之一。目前對(duì)延退的觀點(diǎn),很多網(wǎng)友和市民各持觀點(diǎn),形成力挺和反對(duì)的兩大派,且多數(shù)網(wǎng)友表示反對(duì)“延退”。 An online survey conducted by asked this question: "Do you support postponing retirement?" But if one retires at 45 years old, and dies at 80 years old, then his non-working life is longer than his working life. So this is irrational and against the rules, and that's why the trend is to postpone the retirement age in the long run." For individuals, postponing retirement means working longer in order to pay pension dues. For the job market, the change would add even more pressure. According to statistics, more than 110 million people are currently working in cities and towns across the country, and about 3 million people retire every year, accounting for 3 percent of the employed. But there are only about 10 million new jobs available every year, which means 30 percent of people would have difficulty finding a job if the retirement age is extended. Experts have pointed out that the public pension fund is carrying a 1.3-trillion-yuan [w]deficit[/w]. Thus, extending the retirement age seems to be the best solution for filling the [w]void[/w]. The extension would add 4 billion yuan to China's pension fund annually and cut [w=expenditure]expenditures[/w] by 16 billion yuan. But Professor Chu Fuling thinks the government should enforce the retirement policy in steps. "Based on our research, our country should postpone the retirement age gradually during several decades. For example, we could take 20 years to postpone the retirement age for five years. We could only postpone one or two months every year. We should differentiate the young people and the elderly ones and we could reduce the risks to having a stable transition." Experts say a plan for adjusting the retirement system needs to be detailed quickly and laid out before China becomes an aged population country in the 2030s. ? 近年來(lái)女性退休年齡的問(wèn)題引退休起了社會(huì)關(guān)注。記者獲悉,我國(guó)將充分論證、審慎研究。全國(guó)人大內(nèi)務(wù)司法委員會(huì)建議可以根據(jù)不同行業(yè)、不同勞動(dòng)強(qiáng)度規(guī)定相應(yīng)的退休年齡,同時(shí)可以把提前退休的選擇權(quán)交給婦女。 點(diǎn)擊下載本期音頻>> A recent report says the Chinese Ministry of Human Resources and Social Security will begin an extensive review of the retirement age for women. Why do people support or oppose the proposal? Currently in China, the retirement age is generally 60-years-old for men and 50 to 55 for women. Chinese [w]scholar[/w]s and the public have been debating for many years whether to raise the retirement age for women. He Yuru, a retired teacher, says the current retirement age for women is good. "I retired at the age of 55. I think this age is ok, because although women at this age are still able to work to some extent, but the brain is working much slower than young people. Moreover, nowadays, there is much [w]fierce[/w] competition in the job market." This is what Mrs. Xie agrees with. She has worked in a national design institute for her whole life. She says she remembers when she retired at 55, she spent a long time getting used to life after retirement. "Under the current social development, I think women can keep working five years longer, while men can work until 65 or 70, if they don't have health problems. Or I think we should not set a fixed age for retirement. Especially in some fields, those green hands still need help and guidance from [w]veteran[/w]s. Anyway, I think women can keep working until 55 or 60." According to the Xinhua news agency, the National People's Congress, China's top [w]legislature[/w], has proposed to set [w]flexible[/w] retirement based on circumstances of different jobs. The NPC committee further proposed that women be given the right to decide if they will retire earlier than the officially-set age.But, how was the current age limit set? Jia Yunzhu from All-China Women's Federation explains: "The different retirement age between men and women were set in the 1950s. It aimed to protect women, as in 1950s, most women did those heavy [w]manual[/w] works. Meanwhile, they had several children to take care of. Therefore, making women retire earlier was kind of protecting them." However, Jia Yunzhu says, as the country's elderly population rise, the retirement age set years ago is no longer adapted to modern society. Most women nowadays raised only one child in the family, and they have access to higher education. And the mode of production nowadays saves many of them from doing heavy works. She adds retiring early in some industries can be a human resource waste for the country, because the age of 50 to 60 for women can be the golden year of their careers when it comes to experience and knowledge [w]accumulation[/w]. But many people would ask what if delaying retirement takes many job opportunities away from young people. Jia Yunzhu says this [w]assumption[/w] appears to be reasonable, but actually this is not true. "Because there are few chances that young people and aged women compete for the same position. It's less possible that young people can take a senior position when they enter an organization. If the assumption is considered reasonable, why don't we ask men to retire earlier, the problem will be solved more quickly." Jia says giving men and women the same right to decide when to retire could be the only way out. If women want to retire earlier, they can leave.
